Both at the same time maybe... Actually, the sentence was "la guerre, c'est la paix" ("war is peace")...I isolated the word "peace" in order to show how paradoxical it was. Imagine that every shop of my area have been smashed! The state is good now, but I think that such violence can reappear at any time, if a decision taken by Sarkozy is unpopular. The new president aroused either love or hate, rarely moderate feelings...for the time being at least.
